The Estimator / Project Manager is a senior dual-role position responsible for developing accurate cost estimates and proposals for environmental remediation projects, then transitioning into full project management upon award. This role oversees the complete project lifecycle — from bid preparation through execution, delivery, and closeout — for soil and groundwater remediation, and building projects while ensuring regulatory compliance, safety, profitability, and client satisfaction.
This is a Direct hire opportunity in Atlanta. This organization offers an excellent culture as evidenced by the long tenure of the team. This role requires 15% Travel.
RESPONSIBILITIES:
Review project specifications, remedial action plans, and site data to prepare comprehensive responses to Invitations to Bid (ITB), Requests for Proposals (RFP), and Requests for Qualifications (RFQ).
Develop detailed cost estimates and schedules for soil and groundwater remediation activities, including excavation, treatment, disposal, and site restoration.
Solicit and negotiate subcontractor quotes (waste transportation, disposal, and specialty technology providers) and assess commercial contract language and associated risks.
Upon project award, manage full execution including scheduling, budget control, resource allocation, subcontractor oversight, change order management, and project closeout.
Ensure all work complies with Federal and state regulatory programs (RCRA, TSCA, CERCLA, and subordinate state programs).
Maintain clear, professional written and verbal communication with clients, potential clients, regulators, and subcontractors throughout the project lifecycle.
Oversee project health and safety performance, waste characterization, sampling protocols, and regulatory reporting.
Conduct project risk assessments, identify opportunities, and deliver projects on time and within budget.
Travel throughout the United States for bid walks, project management, and client meetings (typically short-duration trips of days, not weeks).
REQUIRED SKILLS:
Minimum 15+ years of progressive experience in the environmental remediation industry, with strong background in both estimating and project management of contaminated soil and groundwater projects.
Demonstrated experience managing abatement and remediation sites under RCRA, TSCA, CERCLA, and state programs.
Working knowledge of environmental and waste sampling protocols (Standard Methods) and waste characterization.
Proficiency in estimating and scheduling software: HeavyBid, Microsoft Project, and Primavera.
Strong commercial and contractual skills, including contract review and risk management from a contractor perspective.
Excellent written and verbal communication skills with emphasis on professional correspondence and client relations.
Current safety credentials required: OSHA 10 or 30, CPR, First Aid, and 40-hour HAZWOPER with current 8-hour annual refresher.
Familiarity with OSHA Subpart P (Shoring & Trenching) and HAZWOPER Worker Regulations (29 CFR 1910.120).
Ability to travel throughout the Southeast and Midwest United States as needed.
