We seek an Estimator who develops accurate, competitive cost estimates and proposals for environmental remediation projects involving contaminated soil and groundwater. This role requires deep industry expertise to prepare comprehensive bids while managing regulatory, commercial, and safety risks.
This is a Direct hire opportunity in Atlanta. This organization offers an excellent culture as evidenced by the long tenure of the team. This role requires 15% travel.
RESPONSIBILITIES:
- Review project specifications, remedial action plans, and site data to prepare comprehensive responses to Invitations to Bid (ITB), Requests for Proposals (RFP), and Requests for Qualifications (RFQ).
- Perform quantity take-offs and develop detailed estimates for soil and groundwater remediation activities, including excavation, treatment, disposal, and site restoration.
- Solicit and evaluate subcontractor quotes, with particular focus on waste transportation, disposal, and specialty technology providers.
- Identify project risks, prepare technical narratives, and support proposal efforts with clear written communication to clients and subcontractors.
- Collaborate with operations, engineering, and health & safety teams during bid preparation and project handoff.
REQUIRED SKILLS:
- Minimum of 15-plus years of experience in the environmental remediation industry.
- Experience in the remediation of soil and groundwater impacted with environmental contaminants.
- The review of project specifications to prepare comprehensive response to Invitations to Bid (ITB); Requests for Proposals (RFP’s) and Requests for Qualifications (RFQs).
- Communication skills with an emphasis on written communication and correspondence to potential clients, clients and subcontractors.
- Familiarity in managing the abatement and remediation of sites under the auspices of Federal regulatory programs including RCRA, TSCA, CERCLA and subordinate state programs.
- The ability to travel throughout the Southeast and Midwest United States for bid and project-related assignments (typically days and not weeks).
- A demonstrated knowledge of the industry; regulations; subcontractors routinely used to support projects (waste transportation, disposal & specialty technology subcontractors).
- Working knowledge of environmental and waste sampling protocols (Standard Methods) and waste characterization.
- Estimating and Scheduling software experience- Heavy Bid; Microsoft Project; Primavera
- Commercial and contractual experience: Being able to comprehend commercial contract language and the ability to assess risk management from the position of a contractor or subcontractor.
- Health and safety experience in the environmental remediation industry. Candidates must have: OSHA 10/OSHA 30; CPR; First Aid; 40-hour HAZWOPER training with annual 8-hour Refresher. Candidates should also be familiar with OSHA Subpart P (Shoring & Trenching); HAZWOPER Worker Regulations (20 CFR 1910.120); and other relative health and safety regulations.
